CD is scratched and I don't want to pay 20$ to download the program when I already paid for it.
Any chance there is a free or semi free option?

Well you've got a couple of options, all of them require a hefty download though.
You could download the Digital Purchase client from Fileplanet here which is approx. 8MB in size, which you can run and install then when you log into the game it will download the client files (approx. 2GB last time I checked) or the trial client being used for the Follow the White Rabbit trial from here which will work on the same principle (download, install then log in and patch with the same download sizes).
The 2nd option you have is to download the client which was used for the Fileplanet trial a while back from here which will be a 2GB download for the client then once installed it will need to be patched to the latest version once you log in (unsure of the patch size from here).
The 3rd option is to download the basic files needed by the launcher from SOE knowledgebase artical 1812 which you can then use to install the game by following the instructions.
