Good points but if its a new district why not just use HL's?
Now I thought about an answer to this as well... obviously you have to tag HL's before using them and I doubt that you'll be able to walk or HJ from say Richland to the new district the same way that you can between Richland and Westview. So how would you get there? I doubt the Dev's would put in extra train lines (Unless they can extend routes...) so a portal would be one way of getting there... but after you tag a HL you wouldn't use the monument/portal much...
The anticipation for answers is really building up!

If memory serves, the garbage barge has its own self contained HL, as shown in the assassin cinematics. As to if this is a new district? This could very well be the long lost sewer/power plant area that was promised in early beta. Not meaning to sound negative, but knowing this game it will probably be just a new construct or new bit of land added onto downtown.
Still can keep up the hope that its a fully fledged district as opposed to a 10 minute distraction from standing at a HL all day.

I want to know if these screenshots represent current development. That is to say, does this area look now like it does in the screenshots, or were they taken ages ago and Rarebit's just stringing them out for us?
If the screenshots are current, there's no way we're getting this in the next update.

Maybe not the area... but the building behind looks unique... A/The powerplant perhaps?
