Ok i just Resubed my acount and i noticed now i no longer have my pm folder section and i cant pm any one is this a temp thing for activation purporses or something else??

Log out, close your browser and re-login. That fixed it for me.
It sometimes takes a day or so for the forums to recache all the correct permissions after you reactivate a closed account.
