I'm so sick of this. Why this obsession with centering missions in Richland/Westview? Not all of us have a 50 in all 3 orgs. My Machine 23 is always sent to Stamos (same as my Zion 23). Escorts through purple mobs through the Hell that is Westview is sooo fun. Its one thing like back in chapter 6 when all phases were set in Richland, or when the storyline was focused on protecting the Oracle. Now its maybe one phase is centered in Richland. I don't get it. If you have to set it somewhere specific how about a fifth critical centered in International for a change? Since you need 50 rep for the 5th crit, you'd at least be more than safe in Sai Kung. International doesn't harshly scale me like the torture that is Westview does. I used to enjoy doing the other crits, not any more, although I could use the xp I'm just gonna run these begrudgingly and on easy so I can get my IS booster.

It isnt so much a problem with where the crits are set to play but where missions move in general. The whole systems should be set to move your missions to neighbourhoods of your level until you go above the max neighbourhood level for that district, then you does missions wherever you start them from. Instead it does the horrible, and well documented/complained about from new and old players alike, shift to stamos.
It really does need looking at, the amount of new players i've seen be put off and had to have been told to move to international because they dont understand is silly. Unfortunately, like you say, with crits, you cant always move.

I tried these just now in Live as a level 23 and it placed the mission phases in Lucero and Rogers Way, which is correct. I'm not sure why it would send you to Stamos, unless that was just where your closest hardline was--but the mission interiors themselves shouldn't be populating there. ... Hmm unless maybe all the available mission areas in the lower level neighborhoods were already in use, but that's pretty unlikely. (Or you were running them on Hard? I don't think that affects the placement positions, though.)
I checked all the sectors for those neighborhoods and they're set to the correct level, so I don't think it's a problem of us having missed the level setting for some area over there.
If you do get a mission area in a purple zone, send a /ccr from inside the building so QA can take a look.

Check. I started the mission in Tabor N. I ran it on easy. Phases one and two were centered around Stamos C., phases 2 and 3 were in Lucero, very close to the border with Stamos at the Stamos SW hardline.
