When Smith tracks down Sati and Seraph in Revolutions, he bends down, looks at Sati, and says "And you must be the last exile.". Despite the fact that Seraph is right there, and the Oracle is down the hall.

That makes me wonder if Seraph and the Oracle are really exiles at all. I think that the Oracle is form of control to keep us redpills aiming for some goal, Like when she says we have to work together and things along that line. And I think Seraph is there to keep the Merv from getting to her because shes not really an exile and helps everyone, and that kinda makes him look selfish.

What do you guys think?

I think when Agent Smith remarks to Sati that she is the last exile it was because at that particular moment she was. The Merovingian as well as a few of the more older exiles knew that the function of the One was almost upon them so maybe services to transfer exiles to the Matrix was suspended until that function was completed, in other words Sati got the last train out.

I think the Oracle and Seraph are exiles, they certainly don't seem to support the Machine cause but I can see where anyone would think that they do perform some function in the Machines favor. I am reminded of when The Oracle explains to Neo that the Architect's function is to balance the equation while her function is to unbalance it, kind of serving as a ying and yang to all this.

The only reason that has me believing that The Oracle and Seraph are exiles are twofold . One, was that the Oracle and Seraph had primary jobs before falling to this world saving business (actually The Oracle's original function was more accurately explained.) According to the Architect, the Oracle was here to examine the human psyche in order to  create a world that would better reflect it. It doesn't say this anywhere but I believe in doing so, while the Oracle managed to stumble upon a solution she also managed to develop motherly sort of attitude towards the human race, maybe then was when she decided to live in the Matrix permanently and try to help humanity instead of just examining them. It could also be said that once her original function was complete she was ordered to the Source for deletion.

The second reason I have that although the Oracle and Seraph are exiles, it doesn't mean that every Exile is in service to the Merovingian.I think there must be other exiles out there that have their own agendas that either run differently or totally against the Merovingian.

At that time, Smith had plans to destroy all life, human and mechanical. By calling Sati the "last exile" he was cruelly pointing out that she would be the last exile, ever.  Thank Neo, it didn't happen that way.
