What exactly does the "taunt" ability do?

This question pretty much sums it up. I simply don't understand what the details text sais.
All I know is that it's an area effect which causes grey street mobs attack you. Is that the only purpose of Taunt, making non-aggressive NPCs attack you without damaging them?

I think the intended utility of this ability is make the NPC attack you and not your team mates. For instance, if you are a high lvl helping some lowbies in a mission or farming somewhere, taunt makes the npc focus on you and not on your fellows.

Well not very usefull, you can do it better with a stun 2.0, if you are high enougth to load it.

Yup,

It basically aggro's grey conned mobs or any mobs really.

Useful in the situation described above, and also for farming (kiting) grey con'd mobs.

Load Howie,  Taunt some grey cons,  run to next group of grey con mobs,  taunt,  herd into a large group and drop a dev field or code nuke. 

Least, that's all i've ever used it for and honestly its prolly more trouble than its worth.

do exactly the same thing with miasma, run past they follow then you kill them, works a treat in hideouts.

It also works well if your running an escort mission and several enemy npc's spawn and start shooting at the guy that your suposed to protect.
For example the contact Molly B gives you plenty of those although i found it faster just to leave whichever npc i need to escort in the building wile i'm outside taking care of those not so random spawns.

Its perfect for being the center of attention, specially when ur low lv mates are egtting the sh1t shot out of them :smileywink:

It's also going to be useful if you are teamed with, say, a hacker and a coder.  When the baddies start to shoot them, you taunt, and they shoot you.

I never used it until the Sleepwalker spawns.  I'd stand bodyguard over coders and when the 'walkers would spawn, I'd use taunt to draw attention to myself.
