The standard method (going to "Service History"/"Questions", and clicking on the question title link) doesn't work, instead it takes me back to the "Service History" menu instead.So, can I reply them via Email? Will they receive it?

You usually can't reply. They close the tickets and you have to submit a new one. So, just reply by sending a new one.
If thats what you aren't asking, then you should be more clear.
