If you do do (haha, do do) indoor hardlines, put one in a basement and make it look like this.
Please.

Definitely a district, although I'm not sure if it will be accessed the same way.

The fact that we're not seeing any hardlines, and Rarebit stating that there are bluepills who aren't supposed to be there, leads me to think that this is a construct and not a new neighborhood.
I actually think that because this area seems (partly) flooded, it will be closed off to the public, which means no bluepills and as I have said already, Rarebit wont have to place paths for Pedestrians and Cars to follow, reducing production time ^_^
I really hope it is a new district mainly because I want to see if it is possible. I would like to see if they can add a map to the atlas, add an extra destination on the subway (though if this area was closed off to the public, we would need another way to get there), more Hardlines (Indoor ftw!) and then hopefully over time we can match it up to other areas so it has its own contact with missions to learn about the new area, a gang with new collection tokens. If this is all possible, that means we could be in for some amazing content in the future.

Maybe we can the Abandoned Subway, instead of just for Pandora's Box 4 quest or if you wanna go down and kill the exile boss.

Additionally, a new construct that looks exactly like it should be a part of the city would just be...awkward. The only thing I could see forcing this to be a "city construct" would be if adding on to current district map wasn't a feasible development option.

I considered that earlier this morning. It reaffirmed my hopes that this is a new neighborhood. :) But even then, why is Rarebit making an effort to remove any and all bluepills? A water treatment plant needs technicians and whatnot to make sure nothing goes wrong. I just really hope this isn't going to be the home to any remaining Unlimits, (are there any besides Beirn?) I know I'm not the only one who would much rather see that portion of the storyline get as deeply burried as possible. Rarebit: Will we be able to jump into that big hole? How far down can you make it go? :D

There are still a few inside some of the buildings, but they aren't really supposed to be there. So just pretend they aren't until I have time to rip the buildings apart...probably the update after this next one.
This could mean that the Bluepills that are present in the building are inappropriate for the setting (ie. non contract workers sitting around etc...)
I'm still crossing my fingers for new district with the Bluepill peds in technician clothing and any sort of HL's which just havent been placed yet...

Well I think the reason why Rarebit was removing the blue pills is more of a temporary measure. He'll probably put them up later when he's done with all the other stuff. As I said before there still seems to be alot of work to do before he can say it's done.

I'd go so far as to say that the whole area is now off-limits to the public/Bluepills. It looks like it's in a right state, some of it, and certainly not accessible - unless anyone's suggesting the water treatment workers are flown in by chopper every morning.

It would be kewl that the first way to get there was to Hyperjump through obstacles (broken bridges/boat/platforms) If this is a small island on the waters like Alcatraz.

YES! I can't believe MxO doesn't have any varied HL's. Every HL looks the same and is also located outdoors. It would really create some diversity to have different looking exit points that are both in and outside.
