The original video can be found here.
Looks like more old content being re-introduced as "new", rather than a push for more funding and dev time to spend creating something truly innovative for the game. A pill which grants a wall kick maneuver. A wall kick maneuver that already existed under CR1, but was removed at the cost of some heavy duty dev time in the transition to CR2, and is now being brought back into the game at the cost of more dev time.
This particular wall kick was a move that was performed using the Kung Fu combat style after successfully disarming a gunman in interlock. (Remember being able to disarm gunmen?) If memory serves, there were other wall kick animations while using the Aikido and Karate combat styles. More than likely, we'll see more pills in the future that reproduce those maneuvers as well.
Am I noticing a continuing trend in "Activate" items? Archive Missions, Archive Reward Effects, Stat Hack Tickets, RSI Pills, etc. The are all items that are activated by the player to produce a desired effect. This time around, the desired effect happens to be a wall kick. Is it because these kinds of things are easiest to implement? A quick and surefire way to please the players without having to do much work?

Especially since you cannot ask Rarebit or Brewko to trade event rewards to another player/character.

A pill that grants the ability until log out would most likely be the best case scenario, since a pill that made the ability go can easily be exploited, though a permanant grant would also be nice, or it could just be a vet reward.
The last one sounds most appealing.
I would say no to it being a Vet reward, I mean come on why do many of the Vet's want to corner aspects of the game? Do Dev's only work and produce stuff for Vets, no. I would say that it'd be a rare, one time use only pill that when taken in battle near a wall produced the move that's all....

Wallkicks coming back? Awesomeness! Wallkicks coming back as some sort of item? Meh... there are a boatload of old animations that should be brought back into use (along with, dare I say it, the disarm state itself), not just dropped in one by one as some sort of special item. Now, if this is the only way we're ever going to see the old moves again, I'll take it gladly, but it does seem a poor way to make use of excellent and nearly forgotten content.

Maybe a little. It will be nice to see some old animations reintroduced, I'll admit. It would be even nicer to see something that we've never seen before. Something entirely new, in the fullest sense of the word.
I'm just seeing a continuing trend of re-using old content. Most of the time tweaking it just enough so that it's not a carbon copy.
I guess I shouldn't make such a stink about it. The dev team is doing what they can with what they have. It just irks me when the under-pining foundation of any "new content" continues to be nothing more than very slight revamps of old content.
