Mothers Coat, Panacea, Ghosts Shirt

Stats:

Ghost Shirt (Shirt)
Heals: (25% Chance) Healing H.P.S. 75-100
Min Level 11

Mother Coat (Shirt/Pants)
Heals: (15% Chance) Healing H.P.S. 100-170
Health Regen Rate (15%)
Min Level 24

Panacea (Shirt)
Heals: (15% Chance) Healing H.P.S. 100 to 200
Min Level 30


I'll be frank: Those three items are utterly and completely useless, independant which lvl your character is. There are some reasons for that:
1. They have no resistances.
2. When they heal, they heal so few HP that the damage received in comparison is way too much.
3. The actual healing chance is NOT what the stats on the shirts say.

@3.: I asked 9mmfu why those three items activate so rarely in comparison to the Tiger Masters GI (which has >70% chance of activation). The reason is simple:

If you wear a full set of clothing, you have 7 clothes on. When you get hit, it is FIRST calculated WHICH CLOTHE is hit. That means you have a 1/7 (~14,2%) chance that the item that has an activation will be activated. Now, if the item is hit there are 2 things done: The item can loose stability and if it has a special activation ability, it may activate with the given chance.

Now let's view that with those 3 items:

Ghost shirt has 25% chance activation. With a full set of clothing that is: 1 / 7 * 1 / 4 = 1 / 28 = 3,5 % chance of activation
Panacea and Mothers Coat have both 15% chance of activation. With a full set of clothing that is: 1 / 7 * 3 / 20 = 2,1% chance of activation

Now, even if you combine either Ghost Shirt and Mothers Coat or Panacea with Mothers Coat, the chance that one of them activates doesn't exceed 6%. The damage you received in the meantime and the lack of resistance make these items completely useless.

I know that there are so many "useless" collector items out there, but at least most of them have some reasonable stats compared to the level when you can wear or use them. But these 3 items are useless regardless of level.

I'd like to see these three items changed, reasonably of course. Any ideas?

When farming for the Access key in Dannah I was left with enough items for the Ghost shirt, by level 11 though a basic free-fire bullet does more damage than that shirt can heal, so your better off topless SMILEY  Panacea can be a little useful if you get it early, but as it happens so infrequently, it isn't really SMILEY

You know, I've had quite the opposite experience with these items.  I remember one time in particular I was fighting a large group of gang members on a rooftop in Westview.  I was getting hit by enough free fire that my coat was constantly activating, it kept me in good enough health that I was able to take out everyone and get the key I was looking for even though outnumbered by reasonably strong goons. 
Granted these are below par for higher level operatives but between say 15 and 25 they can really make a difference.  I see though that Panacea is level 30 and at that level I'd expect a bit more than that small chance to heal.  If you ask me, it'd be a good idea for the Devs to review our Collector gear the same way our Hideout Loot just got reviewed.

I stood in a crowd of twelve with 2 of these items on. One activation per minute (per item). The damage received meanwhile can never be in any way compensated with these items.

I'm surprised that these items didn't receive mediocre resistance buffs like the Dragonskin. Definitely something worth looking in to.
