Also, there was point where Flood said, "I could care less about those cheap booze-ups you underlings are always wasting your time on." I believe he meant to say, "couldn't care less."

No it isn't.
'I couldn't care less' means there is no way he could care any less about it. I.e. He doesn't care in the slightest.
'I could care less' means that in some measure he must care about it, if only slightly because it's possible for him to care less then he does there and then.
I'd also have to disagree, 'I couldn't care less' is more insulting then 'could care less'...

Could care less is often used in a sarcastic tone, meaning also that he doesn't care anyway. Since the tone is more negative than simply implying the negative comment, it adds to the level of scorn.
But boy is this phrase gettin' controversial.

"No. If one wants to be sarcastic, they would say "That's the most interesting thing ever!" or something else that would put their caring near the top of the continuum. Merely pulling their "level of caring" off of the absolute bottom doesn't give a sarcastic effect."

EDIT: Nice one on finding the website, though. Really shows a level of commitment.
EDIT2: Grammatically, it doesn't matter, because in normal conversation both phrases mean the same thing. I've never used "I could care less" to mean I had the ability to care a little less. Have you?
