Yes, it was from CR1.0 to counter certain hacker debuffs. It instantly removed movement inhibitors, such as pacify, stun and root. It was not meant so you could continue fighting, mostly as a means of escape.

It only removed stun and pacify with cool yellow sweep animation and long reuse timer.
