Since the work of a dev is to architect and design things to delight customers, and the historical work of major MxO CSRs is to ban and compel, sometimes captiously (you know, like whacking people for standing near dataminers), it's hard to see a skills fit. Perhaps "dev" means someting different in Planetside.
No, he's just in a development role.
You know, like, he changed or added to his work load.

Still, I can't see Brewko as a Dev myself. At least he ain't trying to muck things up here. Imagine the trouble we'd see if he and Rarebit had conflicting ideas. Or rather, as Rarebit would clearly be in charge, the trouble we'd see if Brewko went off and did his own thing.
