Not really. Seraphims got everything you need in combat: IS, HP regen and more than adequate resistances. They outclass any other shoes. People who can't live without them, though, are closer to epic fail.
Nerfing Seraphim would rather be like ... dunno ... feels like rick rolling MxO.

Um, doesn't look that great stat-wise. Here's why:
Say you have an ability that pacifies for 10 seconds. Increase that by 3% (Making the duration 103% of normal), and you get a whopping grand total of 10.3 seconds. Not that fantastic of an increase, and pacify is pretty exclusive to the Network hacker and up trees.
But the shoes themselves look-wise don't look too shabby.
