Except International and some neighborhoods of other districts, the City is full of those upper streets that are built above streets or side-walks. "Upper streets" doesn't sound like a correct expression to me, so is there a better one?
That would also go for real cities, of course.

Elevated roads, maybe? I don't think they can be called "freeways" because they have intersections, traffic signals, and sidewalks.

Yea, the google images speak for themselves, the broken one even looks like that broken road in Rogers Way. The pedestrian ways on the elevated roads in Mega City hardly disqualify them as such, so let's agree on that.

No, I usually think of overpasses as being streets that go over a freeway or other road, i.e. they allow you to pass over without going through an intersection and disrupting traffic. I think "elevated road" is a good term for these.

The correct term would be elevated road, though I usually call them "overpasses" or "bridges" over TeamSpeak.
Takes too long to say, "There's a Machine sniper on the elevated...oh, nevermind, already killed me." :p

We would have to ask the DEVs how they referred to them for an accuarate term. "Double Deck" is a term that comes to my mind in the real world.
