Launcher.exe and matrix.exe are 2 copies of EXACTLY the same program. If launcher detects a copy of matrix.exe running (even if it's another program called matrix.exe or launcher.exe... like a matrix screensaver) it will quit straight away.
If your game files are corrupted then the launcher can also hang.
When you try to run it and it doesn't run, press ctrl-shift-esc (on windows XP Pro or 2000) or ctrl-alt-del (XP Home, win 9 to open the Task Manager. If you see a process in there called matrix.exe or launcher.exe then reboot your computer.
If that still doesn't work, make a backup copy of your MxO directory then reinstall. After the install reboot, jack-in. If it works make a backup copy of MxO then copy the profiles folder from your first backup into your live directory.
