Should I dump everything into perception (or does that just affect damage dealt)? What about MCT buffs?

Someone please help. I've not been able to log in once since the transition.

After I run the launcher and enter my station ID (which is different than my original login BTW) and password in the browser window that pops up, I get my account details and my Account Status comes up as Active. When I click Accept (for the EULA) on the launcher it pauses for a couple minutes after listing Launch version: v7.5046 and Client version: v7.462. Then I get a text box saying "An error has ocurred while connecting to the patch download server. URL open failed. Patch servers down or internet connection problem. Keep retrying?". If I click OK I just keep getting that text box. When I hit Cancel the launcher says "Received unexpected result code from patcher (0).". That's as far as I get.

I have Norton Internet Security 2005, but there are rules in it to allow both the game and launcher to run. Just to be sure, I have tried disabling it, uninstalling it, but I still get the error. There are ports blocked on my internet access. But, at my request, the following ports were opened: TCP ports 80, 10000, 11000 and UDP port 10000 (the ones the knowledge base states the game needs to run), and port 5190 (for in-game AIM). I've tried doing a clean boot, but that took out internet access altogether. I've also tried the stuff on this thread: The Standard MxO Fix (For Login Issues). Though, being in Canada, most of it didn't apply.

Anyone have suggestions? 'Gotta major case of MxO withdrawal here.
