Erie and Oneida counties seem to be the highest taxed counties in the state, outside of NYC. I lived in Buffalo for a while too, and never understood why the taxes were so high there.

It's down to about $2.10/gal in NY's Hudson Valley, though still near $2.40 towards the metro NYC area.

It seems like 7 out of 10 drops gets you either a Blooddrinker or Lupine mask. I think I've recycled more of these masks this year than I have in past years combined, to be honest.
