In a nutshell, Community Relations Manager is the "voice" of the community -- speaking to the players through the forums, articles on the web site, Fan Faire, in-game events, and more, and speaking for the players by escalating their feedback to the game team. The dev team often seeks feedback from the CRM about possible player reactions or opinions on game features.
Community Managers are typically strong writers, so if they'd like to move into game writing or designing, I'd say there's a good chance they could do so if the team is looking for their particular skills.
