This door leads to backdoor areas--programmer hallways. Elite Commando programs who escaped from Merovingian holding constructs have taken over some of the halls, but if you can get past them and defeat their leaders, you'll capture some good gear. They only carry male versions, but I can convert them to female equivalents, like this jacket. Don't even bother going in if you and your squad mates aren't top level, though; and be careful, because it's a real maze in there, and you can't get back out the way you go in.
