I have only had this game for about 4 days now and I like it alot, but these two issues im having makes it difficult to enjoy playing.
The first problem is that I expirence "rubber-banding" as I walk my character constantly moves back and fourth and to the sides as if shes not loading right or something.
Secondly my games sound is weird I cant adjust it right, The sound affects from guns are really loud and anooying so I have to turn it down quite a bit; but then I cant hear music or anything else at all. Any way to lower those sound affects manually?
I can run the game on Full graphics and the only problem I get is the one mentioned above, I tried putting everything as low as possible and even then its their.

Your issues:
The first problem is that I expirence "rubber-banding" as I walk my character constantly moves back and fourth and to the sides as if shes not loading right or something. The rubberbanding you are experienceing is because data is taking too long to travel between your computer and the servers. What happens is your computer tells ther server it is at point X, The server then sends back data based on that information. Because the data transmission delay is so long, by the time the data gets back to your client you have moved too far so the client (your copy of MxO) adjusts your position back to an acceptable distance. So you run forward, and snap-back, then get flung forward as the server sends the data for the second position.
In the "how to post your system info" thread there is the following:
click START, select RUN. Type in the word "command" if you have windows 98 or "cmd" if you have windows 2000 or XP and select OK/ENTER. An MS-DOS Prompt window should appear with the prompt, "C:\windows\desktop". Type the following three DOS commands, one at a time, hitting ENTER between each command and waiting for the prompt to reappear:
Be advised that each of these commands will take a few moments to complete, so please wait for the prompt before typing the next command.
Finally, upon completion of these commands, you will find a file labeled "MXOINFO.TXT" on the root level of your C: drive. You can use the Find command from the Start menu to locate it. Open the file using notepad/wordpad and paste the contents to the appropriate thread.
Post that info and we'll see if there is something that can be done about your conection speed. You should also completely shut-down any peer-to-peer software (such as Limewire) or any other programs that use your internet connection such as instant messengers and the like (MSN Messenger, AOL, etc...).
Your machine should be able to handle maximum graphics settings with no problems. What sort of internet connection do you have?
Secondly my games sound is weird I cant adjust it right, The sound affects from guns are really loud and anooying so I have to turn it down quite a bit; but then I cant hear music or anything else at all. Any way to lower those sound affects manually? The sound effects are much louder than the game music I find. What I recommend is opening the options panel (the button at the bottom-right of your screen after you have jacked-in) Go to "Options" > "audio options" and turn down the master volume (there is a volume slider) until the sound effects are at an acceptable level. Then use the radio to play something else. Unfortunately the Master Volume controls the volume of the in-game music as well as the soundFX, but because the radio uses Windows Media Player the volume for that is separate.
As your connection speed is slow I would recommend making a playlist of music files on your PC in Windows Media Player and saving it to C:\mxo.wpl Then in game type /radio play c:\mxo.wplto play the playlist.

Do you have a wireless connection in your house? Because your ping times are very good but there seems to be a lot of data drop out when talking to your local network devices.

I'd give your ISP TechSupport a call (Comcast?) and explain your problem. It is most likely due to your local circuits being overloaded, the timeouts on the pings (the * instead of a time) says that their equipment isn't responding properly. This is usually caused by the ISPs hardware being overloaded with traffic.
